On the machine running 2.6, I moved the existing Mono.Cecil.dll file and
confirmed that Gendarme would not start. I added and renamed the provided dll.
It resulted in the same stack trace.

I repeated the process with the development snapshot that I built last week and
received the same error.

I'll spend some more time trying to determine the difference(s) between the two
environments we have here that are producing different results.
