Diff viewer updates for bug 661692:
...
• The diff bar keeps the smaller of the current viewport height and
the current content height.
• It floats within the current viewport, bounded by the location of
the content.
• The current viewport is indicated in the diff bar by a sliding
frame so it's immediately apparent which segment of the bar is
currently visible.
• New, more easily distinguishable delta colors from the Google Code
diff viewer.
