bug 605670, no featured add-ons for default view of search tools per category
...
Note that the default view for the search tools page shows featured add-ons
but for category pages we're displaying popular add-ons. You cannot view
featured search tools for a category.

...
Note that all other sort types on the search tools page does not
include extensions. You can see bug 578554 for details on that decision.
