This reverts commit a42df86c03
.
this change causes MSA/VP9SubpelVarianceTest.Ref and
MSA/VP9SubpelVarianceTest.ExtremeRef failures under
mips32r5el-msa-linux-gnu and mips64r6el-msa-linux-gnu
