pascalc 26a332597b Bug 892470: add more plugincheck redirects 
Have bedrock handle these locales which are deleted on svn:
ak, en-GB, mai, my, nn-NO, nso, oc, sw, ta, ta-LK, ur, wo

These locales won't get updated any time soon and some are not shipped, it's better to fallback to the bedrock en-US plugincheck page than the old mozilla.com one

In production, add the following line to robots.txt:

disallow: /*/newsletter/existing/*

In dev, staging, etc:

user-agent: *
disallow: *

settings.SITE_URL is used to determine if we are in production.

In etc/httpd/global.conf, add a RewriteRule to serve robots.txt from
Django.

Add robots.txt to settings.SUPPORTED_NONLOCALES to eliminate redirect.
