chore: update asn1/parse-asn1 deps 
Because:

* The asn1 dependencies have security issues but some have not been
    updated because they broke very old versions of Node, which we are
    not using, so we can use the latest versions.

This commit:

* Updates and forces resolution of asn1.js and parse-asn1 to the latest
    versions.
