Bug 97954: Allow SpiderMonkey to be built on its own, or as part of Mozilla.
Give SpiderMonkey its own configure script and top-level Makefile.
Adjust js/src/Makefile as appropriate for life as a stand-alone
makefile, instead of a 'make export; make libs'-style Mozilla tier
makefile. Have the configure script accept '--with-nspr-cflags' and
'--with-nspr-libs' options for using an in-tree NSPR. Also accept
'--with-system-nspr', '--with-nspr-prefix', and
'--with-nspr-exec-prefix' flags for using an installed NSPR. Default
to --disable-jemalloc, assuming we don't have that part of the tree
available; have the top-level configure script pass --enable-jemalloc
as needed.
Since we no longer have an export phase to copy header files into
dist/include/js before we build the library, we need to be able to
find nanojit.h in the nanojit directory; fix references in
jsbuiltins.h and jstracer.cpp.
Give SpiderMonkey it its own copies of many of the files from ./config
and ./build. These are all exact copies, except as follows:
. js/src/config/Makefile.in: js/src only has a subset of
js/src/config, and thus a subset of the makefile targets.
. js/src/config/autoconf.mk.in: js/src/configure.in has its own make
variables to set, not set by the top-level configure script, so it
needs a custom automake.mk template.
. js/src/config/make-system-wrappers.pl: a copy from nsprpub/config,
so that we can build without having an NSPR source tree handy.
Invoke js/src/configure from ./configure, passing the values computed
for NSPR_CFLAGS and NSPR_LIBS by the top-level configure script.
Treat js/src as a static directory of the js tier, and create a new
config/js (just a Makefile) to be the js tier's non-static directory.
Let js/src/configure generate SpiderMonkey's makefiles, not
./configure.
Generate a 'js-config' script, which clients can call to find the
CFLAGS and LIBS values necessary to compile and link against an
installed SpiderMonkey library. Don't include the js-config script in
Macintosh packages.

Bug 1720941, part 1: build(ci): integrate WebGPU CTS into CI r=webgpu-reviewers,taskgraph-reviewers,jmaher,jimb
Vendor in WebGPU CTS so that we can run it against our implementation of WebGPU. This patch includes:
1. Some linting configuration tweaks, to silence issues that weren't straightforward to fix in CTS upstream.
2. Some WPT runner configuration to enable preferences, and skip MacOS testing altogether (since it's not targeted by our current work).
3. A new Rust binary crate that, when run from a development environment:
1. Creates a vendored copy of WebGPU CTS in `<gecko>/dom/webgpu/tests/cts/checkout/`.
2. Generates private Web Platform Tests (see also `<gecko>/testing/web-platform/docs/index.rst`). To do this, we:
1. Use upstream test generation via `npm` scripts, which creates a single `cts.https.html` file with thousands of variants.
2. Chunk the `cts.https.html` file into parts that Taskcluster can distribute without timing out individual jobs. IMO, this is the most likely part of these changes to need further iteration, because:
1. We currently naively divide tests by number of variant, and have made no effort to empirically prove that we're dividing execution time of chunks.
2. There is currently no stability in the distribution of tests per chunk. Test variants are essentially a flattened list of the tree structure used to organize tests. Adding a few tests that end up being placed in the middle of the list can cause the chunk with new tests _and all subsequent chunks_ to have their contents changed, which will probably cause a disproportionate number of line changes to review.:
3. Fix `script` tag(s) so they actually work with the WPT test runner for private tests (viz., in the `testing/web-platform/mozilla` directory).
The output of the new vendoring binary is designed make the above steps transparent. N.B. that no actual vendoring in of files has happened yet; the next patch will add the results of running this script.

Bug 1543247 - Part 1: Add `mach browsertime` command that installs and invokes browsertime. r=Standard8,ahal
[browsertime](https://github.com/sitespeedio/browsertime) is a harness
for running performance tests, similar to Mozilla's Raptor testing
framework. The Performance Team is using it locally with some
success, but we're running a heavily modified toolchain that is
challenging to install. This mach command is intended to be leverage
for getting more folks able to use browsertime easily.
In particular, the version of browsertime that this installs has
nalexander's changes to support testing GeckoView-based vehicles. If
this approach meets with approval, I'll continue to follow-up with
additional configuration and tooling layers to make it even easier to
drive GeckoView-based vehicles.
I elected to piggy-back install on the eslint installation process,
since this is very similar. To that end, I generalized what was there
very slightly. I elected not to try to move the existing code into a
more obvious shared location, although it might be possible, because
it wasn't clear what contexts the existing code would be invoked
from. In particular I wasn't certain the code could rely on a
complete mozbuild checkout.
I did need to ensure the local Node.js binary is early on the PATH;
this was an issue I ran into with my initial Node/Yarn prototyping
many months ago. At heart the issue is that package scripts in the
wild invoke a bare `node` or `npm` command; if there was a culture of
invoking $NODE or $NPM, this wouldn't be necessary. There's no harm
doing it for ESlint, and it will help the next person who wants to
install an NPM package for tooling in this manner.
