This adds new version of the GeckoView API
GeckoDisplay.surfaceChanged(), which takes a single argument of a new
type GeckoDisplay.SurfaceInfo. As well as containing fields for each
the the existing surfaceChanged() arguments, this has an additional
SurfaceControl field. This must be provided when rendering in to a
SurfaceView on SDK level 29 or greater. On earlier SDK levels, or when
rendering in to a TextureView or SurfaceTexture, this can be
null. SurfaceViewWrapper and GeckoView classes are updated to handle
this correctly. The old surfaceChanged() methods have been deprecated,
and tests have been updated to use the new version.
When provided, the SurfaceControl is passed along with the Surface
through to the widget and, when enabled, over to the GPU process. The
compositor widget then creates a child Surface from that
SurfaceControl, and renders in to that child Surface rather than the
parent one.
This works around a bug on Android 12 where following the GPU process
dying the Surface was left in an unusable state, meaning subsequent
attempts to initialize a compositor would fail. Because the Surface is
now created by the GPU process it gets destroyed when the process
dies, therefore a new Surface can successfully be created when we
reinitialize the compositor.

By the proposal from Google, <https://github.com/w3c/uievents/issues/147>,
Chromium treat AltRight key as "AltGraph" modifier if the keyboard layout
has AltGr key.
When AltRight key is pressed with a keyboard layout which has AltGr key,
modifiers should as following:
1. "keydown" for ControlLeft:
ctrlKey: true, altKey: false, getModifierState("AltGraph"): false
2. "keydown" for AltRight:
ctrlKey: false, altKey: false, getModifierState("AltGraph"): true
3. Some "keydown", "keypress" and "keyup" events:

So, only when the preceding "keydown" event for ControlLeft, ctrlKey should

So, MODIFIER_ALTGRAPH and MODIFIER_CONTROL/MODIFIER_ALT should not be set

This patch makes ModifierKeyState have only MODIFIER_ALTGRAPH or
MODIFIER_CONTROL/MODIFIER_ALT.
Additionally, this patch makes VirtualKey::ShiftState treat "AltGraph" as a
modifier. So, now, VirtualKey needs to convert ShiftState to index value when
it accesses its mShiftStates array. Therefore, this patch adds
VirtualKey::ToIndex() and make each VirtualKey method use it before
accessing mShiftStates.
Note that this patch also fixes bug of WinUtils::SetupKeyModifiersSequence().
The constructor of KeyPair takes 2 keycode values, but the second virtual
keycode can have scancode to distinguish if the key is left or right.
However, WinUtils::SetupKeyModifiersSequence() never sets scancode to
KeyPair. Therefore, it fails to dispatch AltRight key event.

Currently, this feature is implemented only on Linux and macOS (see also
bug 1077515 and bug 1301497), and the code is really similar each other.
Additionally, it always tries to query selection to check whether the caret is
in vertical content or not if arrow keys are pressed. For avoiding a lot of
query, this patch makes `TextEventDispatcher` cache writing mode at every
selection change notification. However, unfortunately, it's not available when
non-editable content has focus, but it should be out of scope of this bug since
it requires a lot of changes.
Anyway, with this patch, we can write a mochitest only on Linux and macOS.
The following patch adds a test for this as a fix of bug 1103374.

Bug 1685491 - part 5: Move the code remapping arrow keys in vertical content to `NativeKeyBindings` r=smaug,jfkthame
Currently, this feature is implemented only on Linux and macOS (see also
bug 1077515 and bug 1301497), and the code is really similar each other.
Additionally, it always tries to query selection to check whether the caret is
in vertical content or not if arrow keys are pressed. For avoiding a lot of
query, this patch makes `TextEventDispatcher` cache writing mode at every
selection change notification. However, unfortunately, it's not available when
non-editable content has focus, but it should be out of scope of this bug since
it requires a lot of changes.
Anyway, with this patch, we can write a mochitest only on Linux and macOS.
The following patch adds a test for this as a fix of bug 1103374.
