Bug 1244591 - Part 2: Extract useful keyframes tests to a new file r=birtles

Extract a lot of tests from keyframe-effect/constructor.html and add some
documentation so that we can reuse them in other tests. This helper will
be used when we want to test these API:

* KeyframeEffect(ReadOnly) Constructor
* KeyframeEffect.setFrames()
* SharedKeyframeList Constructor
* Animatable.animate()

and so on.
