Bug 1465513: Call IDropTargetHelper::DragLeave before IDropTargetHelper::DragEnter. r=dmajor,NeilDeakin

This is an attempt clean up any stale information to try and solve crashes later
in the drag in nsNativeDragTarget::DragOver.
