Implement CSS3 :target pseudo-class, which matches the target of the fragment identifier of the document's URL. Bug 141295 and 153681 - fix some timing problems with initial focus. Make sure that window watcher's activeWindow accurately reflects the last window to receive an NS_ACTIVATE. Remove the GetFocusController API from nsIDocument, since the focus controller can now be obtained for the entire lifetime of the document by using GetContainer(). Cleaned up some methods on nsEventStateManager/nsIEventStateManager that were virtual for no reason. r=danm, sr=jst.

Fix for bug 124990, Add additional processing loop for DOM event listeners to allow browser level handlers to be fired after content based listeners. r:saari, sr:jst

Browser based listeners can now registers themselves using the AddGroupedEventListener and passing the system event group (which can be gotten via the nsIDOMEventReceiver interface). These listeners will now fire after all content based listeners have processed.
In this initial version of the checkin most browser listeners are still left in the original content group for stability purposes.
