Allow-list all Python code in tree for use with the black linter, and re-format all code in-tree accordingly.
To produce this patch I did all of the following:
1. Make changes to tools/lint/black.yml to remove include: stanza and update list of source extensions.
2. Run ./mach lint --linter black --fix
3. Make some ad-hoc manual updates to python/mozbuild/mozbuild/test/configure/test_configure.py -- it has some hard-coded line numbers that the reformat breaks.
4. Make some ad-hoc manual updates to `testing/marionette/client/setup.py`, `testing/marionette/harness/setup.py`, and `testing/firefox-ui/harness/setup.py`, which have hard-coded regexes that break after the reformat.
5. Add a set of exclusions to black.yml. These will be deleted in a follow-up bug (1672023).

Using the image responsive selector works for scanning the srcset images, but
since we wouldn't rewrite the <source> uris the invalid urls would still have
preference.

This code was completely untested (modulo one test for forms...) I added a
generic reftest framework to compare original vs. persisted document, so that
testing changes to this code is easier next time.

This centralizes our print and preview setup in nsGlobalWindowOuter so
that we never re-clone a clone, and so that we reuse the window.open()
codepath to create the browsing context to clone into.
For window.print, for both old print dialog / silent printing and new
print preview UI, we now create a hidden browser (as in with visibility:
collapse, which takes no space but still gets a layout box).
* In the modern UI case, this browser is swapped with the actual print
preview clone, and the UI takes care of removing the browser.
* In the print dialog / silent printing case, the printing code calls
window.close() from nsDocumentViewer::OnDonePrinting().
* We don't need to care about the old print preview UI for this case
because it can't be open from window.print().
We need to fall back to an actual window when there's no
nsIBrowserDOMWindow around for WPT print tests and the like, which don't
have one. That seems fine, we could special-case this code path more if
needed but it doesn't seem worth it.

Raw Cr.ERROR don't get stack information, same as throwing JS literals instead
of `new Error()`s.
This was done automatically with a new eslint rule that will be introduced in
the next commit. One instance of a raw Cr.ERROR was not replaced since it is
used in a test that specifically checks the preservation of raw Cr values in
XPCJS. The rule will be disabled for that instance.

This patch builds on top of part 7.1 by creating this object within
nsWindowWatcher and ContentParent to carry the relevant information through
provider interfaces when creating new content windows. The nsOpenWindowInfo
object is not created for new chrome windows.
This patch does not propagate these flags all of the way through to the
nsFrameLoader. That change is performed in later parts to keep each part
smaller.

skips the ones that it can detect using frame script globals like
`sendAsyncMessage`, though.
