Bug 1430508: Return 0 for ProcessId() when channel IPC is closed. r=dragana

There are some corner cases where we try to attach StreamFilter endpoints to a
channel after its IPC has been closed from from the other side, but request
listeners haven't been notified. This causes crashes in any of several places.
This patch changes nsHttpChannel::ProcessId to return 0 when IPC is closed, so
callers can detect that it's no longer possible to attach endpoints to it.

This pref does not override privacy.resistFingerprinting, but when it is set (and
privacy.resistFingerprinting is not) we will still adjust the precision of almost
all timers. The adjustment amount is the second pref, which is defaulted to
20us but now dynamically adjustable (in the scale of microseconds.)
This patch does _not_ address the performance API, which privacy.resistFingerprinting
disables.
We are landing this preffed on at the current value we clamp performance.now() at
which is 20us.

This introduces a new setting to the privacy API, browser.privacy.websites.cookieConfig,
which controls both the network.cookie.cookieBehavior pref, and the network.cookie.lifetimePolicy
pref. The former controls which types of cookies are accepted, while the latter which controls
the expiration date of cookies.
This setting accepts an object as its value with properties for "behavior" and
"nonPersistentCookies", which control the prefs discussed above. Each of these properties is
optional. nonPersistentCookies defaults to false, and an object without a value for the
behavior property will result in the network.cookie.cookieBehavior pref being reset to its
default value.

Binding the Preferences object to a "this" object was supposed to enable userChangedValue to access the DeferredTask instance that XPCOMUtils.defineLazyModuleGetter defines on the "this" object.
I thought that worked, because tests passed, but it turned out that no tests are exercising the branch within userChangedValue that references DeferredTask, which is only followed for pref form controls that specify "delayprefsave."
Only font controls specify that attribute, and there weren't any tests for changes to those controls. This patch adds such tests and then changes the way that DeferredTask is lazily retrieved and referenced to ensure it's defined as referenced in userChangedValue.

STS header checking was happening before http-on-examine-response which prevents
an observer from adding the STS headers to enforce STS. This moves the header
processing to after the notification occurs. In a webextension,
WebRequest.onHeadersReceived can now be used to inject STS and have that
recognized by HttpChannel.

There's a heavy enough overhead to going through XPConnect for
every observer for every visit on the nsINavHistoryObserver
interface, so this patch reduces that by replacing the single-
visit notification with one which accepts an array of visits.
Some notes: To avoid problems with the orderings of the various
ways in which we notify about visits, we have to send our bulk
onVisits notification before doing any of the others. This does
mean it technically behaves slightly different than the prior
approach of interleaving the notifications, but I can't find any
way in which this has any consequences to the end result, and it
doesn't break any tests.

FormHistory.shutdown was called via FormHistoryStartup.js's profile-before-change
observer to close the database synchronously.
Now FormHistory uses AsyncShutdown and closes the database asynchronously, so
FormHistory.shutdown is no longer required.

asynchronous messaging from the content. This patch only adds the
API and test coverage. The first consumer of the API will be added
