Add a way to extract the charset and the position of the charset parameter from a content-type header. Use this in XMLHttpRequest to not clobber the non-charset parameters and not clobber the charset if it's already what we'll set, up to case. Stylesheets should know what their principal is, and it should be based on theURI the sheet was loaded from, its certificate (if any) and the loaderprincipal, not just on the page the sheet is being applied to. Add support for caching content viewers in session history to speed up back/forward (bug 274784). This initial landing has the feature disabled by default; set browser.sessionhistory.max_viewers to the maximum number of pages to cache to enable the feature. r=bzbarsky, sr/a=brendan.

- Make the HTTP, FTP and file channels implement nsIPropertyBag2 and associated
interfaces (by inheriting from nsHashPropertyBag)
- Use that interface to expose a "content-length" property giving the length of
the data as a 64-bit value on the FTP and HTTP channels
- change docshell and xpinstall to use nsIPropertyBag2 instead of nsIProperties
to read/write the referrer property

Reduce do_GetService code bloat further by adding specialized assignment to nsCOMPtr and providing a version with no error pointer. Also make CallGetService work the same way as CallGetComponent does, as far as using frozen/non-frozen interface to service manager. Bug 264456, r=darin.
