Jeff Walden b5e57820bf Bug 693469 - Implement mozilla::ArrayLength and mozilla::ArrayEnd, and replace uses of NS_ARRAY_LENGTH whenever possible. Rafael Ávila de Espíndola ac93007443 Bug 673017 - Shutdown nsIOService in NS_XPCOM_WILL_SHUTDOWN_OBSERVER_ID. 
The nsIOService can use sBlockedScriptRunners and that is deleted by
LayoutShutdownObserver reacting to NS_XPCOM_SHUTDOWN_OBSERVER_ID, so we
cannot wait for NS_XPCOM_SHUTDOWN_OBSERVER_ID in nsIOService.
