It is safe to call Tell() on the main thread because it won't block the main thread like Read() does.

The new name makes the sense of the condition much clearer. E.g. compare:
NS_WARN_IF_FALSE(!rv.Failed());
with:
NS_WARNING_ASSERTION(!rv.Failed());
The new name also makes it clearer that it only has effect in debug builds,
because that's standard for assertions.

This patch makes most Run() declarations in subclasses of nsIRunnable have the
same form: |NS_IMETHOD Run() override|.
As a result of these changes, I had to add |override| to a couple of other
functions to satisfy clang's -Winconsistent-missing-override warning.

The bulk of this commit was generated with a script, executed at the top
level of a typical source code checkout. The only non-machine-generated
part was modifying MFBT's moz.build to reflect the new naming.
CLOSED TREE makes big refactorings like this a piece of cake.

Each of GetNextCachedData and GetCachedDataEndInternal grab the monitor
on entrance, but GetCachedRanges has already grabbed the monitor for us.
We can call the *Internal variants instead, which assert that the
monitor is held.
FlushPartialBlockInternal is only ever called by methods that are
already holding the MediaCache's monitor. So we don't need to reacquire
it every time we call this method.

After this change, we have ShallowSizeOf{In,Ex}cludingThis(), which don't do
anything to measure children. (They can be combined with iteration to measure
children.)
And we still have the existing single-arg SizeOf{In,Ex}cluding() functions,
which work if the entry type itself defines SizeOfExcludingThis().
