A new `BrowsingContext` field has been added to track the active
browser window for the `:-moz-window-inactive` pseudoclass. This
field takes the place of `nsPIDOMWindowOuter::mIsActive`.
With this change `:-moz-window-inactive` is now fission compatible.

resulting breakage was fixed up by hand. The manual fixups did either
revert the changes done by the script, replace a generic header with a more
specific one or replace a header with a forward declaration.

The only reason dom/system/tests/test_bug1197901.html doesn't fail right now
when Fission is enabled is because the test is racy since the 'load' event
doesn't wait for OOP iframes. As a result the test finishes "testing" the
OOP-iframe before the OOP-iframe has even loaded.

This requires replacing inclusions of it with inclusions of more specific prefs
files.
The exception is that StaticPrefsAll.h, which is equivalent to StaticPrefs.h,
and is used in `Codegen.py` because doing something smarter is tricky and
suitable for a follow-up. As a result, any change to StaticPrefList.yaml will
still trigger recompilation of all the generated DOM bindings files, but that's
still a big improvement over trigger recompilation of every file that uses
static prefs.
Most of the changes in this commit are very boring. The only changes that are
not boring are modules/libpref/*, Codegen.py, and ServoBindings.toml.

Summary: Really sorry for the size of the patch. It's mostly automatic
s/nsIDocument/Document/ but I had to fix up in a bunch of places manually to
add the right namespacing and such.
Overall it's not a very interesting patch I think.
nsDocument.cpp turns into Document.cpp, nsIDocument.h into Document.h and
nsIDocumentInlines.h into DocumentInlines.h.
I also changed a bunch of nsCOMPtr usage to RefPtr, but not all of it.
While fixing up some of the bits I also removed some unneeded OwnerDoc() null
checks and such, but I didn't do anything riskier than that.
Remove check for background-sensor permission, since there is no place
in the code that grants that permission anymore.

This patch disables device sensors except orientation by default.
It implements per-sensor prefs to disable orientation, motion, proximity and ambient light
selectively. The patch also makes the pref checks happen at runtime (versus on process
start) using Preferences::AddBoolVarCache.
The patch also removes the related Event constructors also.

This patch adds a nsDeviceSensors::IsSensorEventBlocked() function to check
whether device sensor events should be blocked and replaces original
'device.sensors.enabled' check with this function. This function will not only
check 'privacy.resistFingerprinting' but also check 'device.sensors.enabled'.

This patch makes most Run() declarations in subclasses of nsIRunnable have the
same form: |NS_IMETHOD Run() override|.
As a result of these changes, I had to add |override| to a couple of other
functions to satisfy clang's -Winconsistent-missing-override warning.
