1. Label it.
2. Expose the position and duration as its value text.
The raw numeric value exposed previously wasn't meaningful to users.
3. Hide the progressBar for a11y.
While the scrubber and progressBar are visually combined, they are exposed as entirely separate controls for a11y.
As well as duplicating information, progress bars are automatically reported by screen readers even if they aren't focused, which intrudes on the audio being played.
4. Remove tabindex="-1" on the progressBar.
A progress element isn't focusable by default.
tabindex="-1" makes it programmatically focusable (but not tabbable).
This isn't interactive, so there's no reason for this to be programmatically focusable.
Moreover, this is now aria-hidden and aria-hidden elements should never be focusable.

of browser_download_open_with_internal_handler, instead of at the start of a subtest.

Make default browser agent aware of the package-time locale, and lay the foundation for future localization.
The `locale.ini` file captures the package-time locale. It is equivalent to `update.locale`, except it is formatted as an INI file and is not packaged into the omnijar.
The string are processing is structured to use `LOCALIZED_GENERATED_FILES` in the future, but at this time there's no localization.

Because jar_maker is not in the libs tier, we also rename the libs-%
targets for l10n repacks to l10n-%, which make it clearer what they are
for.
And because multilocale.txt is both a GeneratedFile and a file that is
generated (and installed) via manual build rules, keeping it in the misc
target actually breaks building in toolkit/locales during l10n repacks,
so move it to libs for now.

will be backed out in pieces until all scripts run in python3, at which
point the py2 attribute itself can be removed.

This adds a new section at the bottom of about:support to show the
current status of the CDP-based remote agent service. This section will
display useful troubleshooting information regarding the remote agent.
The remote agent is a forthcoming low-level RPC protocol providing
debugging interfaces for Gecko internals. Because it exposes
browser-internals to the surrounding system we need a clear way
for the user to find if it is listening for browser-external connections.
The table, entitled "Remote Debugging (Chromium Protocol)", contains
the following new information:
Accepting connections whether the HTTPD is listening for incoming connections
URL connection endpoint for clients
