bug 1351475 - allow the windows ProxyDestroyed() function to called with a proxy with no wrapper.
...
unfortunately because creating a DocAccessibleParent is not atomic one can be
created by AllocPDocAccessible(), but then RecvPDocAccessibleConstructor() can
fail. If that happens we will call actor destroyed on the new
DocAccessibleParent, however because the constructor messaged failed it will
not have a wrapper. That means this assert does not necessarily hold.

Stubs can be inserted between functions (e.g FarJumpIsland stubs), so we can't
assume we have a Function code range (i.e. we have a Frame) if resumePC was
set in the WasmActivation.
Also, the ARM simulator has to finish executing the current instruction and the
next value of pc read and set to WasmActivation's resumePC could not be in a
Function code range.

According to bug 877661 comment 327, mark mask-html-01-extref-02.xhtml as random before
root cause of failure addressed and fixed.
In previous followup, I put random on wrong test case. This patch correct the
error of previous commit(9a8e1601b493).

The code section of getting originAttributes from loadInfo in HttpChannelParent
::DoAsyncOpen() is no longer needed since AppId is gone and the originAttributes
here is for AppId.
And we also need a null check for loadInfo that every channel should have a
loadInfo.
