Dan Minor 650d4f0866 Bug 1379265 - Add RsdparsaSdpParser to sdp_unittests; r=bwc 
This adds a bool parameter that allows the tests to run with either the Sipcc or
Rust SDP parsers.

The tests were changed as follows: One chunk of SDP ws missing a s= line, which
is non-optional as was added. Some of the SDP had a=ice-lite as a media
attribute, but it is only supposed to be a session attribute, and so the media
attribute was removed.

This adds new tests that are a subset of the existing tests for configuration.
Another option would be to use parameterized tests to get coverage of all existing
tests during reconfiguration, but I don't think the additional complexity is
justified at this point.

Michael Froman 7eb5cd2f86 Bug 1413709 - add tests to detect improper ice restart by answer. r=bwc 
Adding tests that would have shown the issue fixed in Bug 1405940.
If the answer during a renegotiation has modified ICE credentials,
it should cause an error.  These tests check for that error.

Dan Minor ceaff80d1d Bug 1393687 - Use VideoAdapter to handle max-fs; r=jesup 
This uses the VideoAdapter to handle the max-fs constraint rather than
attempting to calculate and enforce it manually within the VideoConduit.
The resolution is taken as the small of the max-fs constraint and the
latest request from the video sink.

The old unit tests for max-fs and max-fr are removed as the size
calculation has now been delegated to the VideoAdapter and the tests do
not verify whether or not video has actually been scaled.
