Rationale is in the bug. Short version we match what Chrome does for much faster encoding, producing larger files for content that png compression works well for, and smaller files (while still being faster) for photo like content.

In practice we already only use SourceSurfaceSharedData as our
rasterized image backing. This means we no longer need to lock the data
to keep it in memory (when we used volatile memory), nor to try to
optimize the surface for the DrawTarget.

Allow-list all Python code in tree for use with the black linter, and re-format all code in-tree accordingly.
To produce this patch I did all of the following:
1. Make changes to tools/lint/black.yml to remove include: stanza and update list of source extensions.
2. Run ./mach lint --linter black --fix
3. Make some ad-hoc manual updates to python/mozbuild/mozbuild/test/configure/test_configure.py -- it has some hard-coded line numbers that the reformat breaks.
4. Make some ad-hoc manual updates to `testing/marionette/client/setup.py`, `testing/marionette/harness/setup.py`, and `testing/firefox-ui/harness/setup.py`, which have hard-coded regexes that break after the reformat.
5. Add a set of exclusions to black.yml. These will be deleted in a follow-up bug (1672023).

There's no use case for stateful comparators, so they can be just plain
function pointers.

Both libjpeg and windows.h typedef `boolean` to different types (`int` and
`unsiched char` respectively) and nsJPEGEncoder's public definition includes a
function that returns a `boolean`. Exposing this header results in type
conflicts.
We now isolate the internals of nsJPEGEncoder into a friend class whose
internals are hidden from the publica, allowing the header to exported.

nsBMPEncoder produces either BMPv3 or BMPv5 files. (See the Version enum which
only has VERSION_3 and VERSION_5 values, and ParseOptions()'s handling of the
|version| parameter.
Nonetheless, there is some code to handle encoding of BMPv2 files. This patch
removes this.

The FileHeader and V5InfoHeader structs are shared by the BMP decoder and
encoder. But most of the fields within those structs are actually unused by the
decoder. It makes things clearer if we create a decoder-only struct that
contains the used fields, and then make FileHeader and V5InfoHeader only used
by the encoder. This patch does that.
This patch also renames BMPFileHeaders.h as BMPHeaders.h, which is now a better
name for it.

The wrinkle here is that while we can pass a UniquePtr to
ConvertHostARGBRow, we can't pass UniquePtr to
EncodeImageDataRow{24,32}, as the latter get called with raw pointers
out of our control.
