Allow-list all Python code in tree for use with the black linter, and re-format all code in-tree accordingly.
To produce this patch I did all of the following:
1. Make changes to tools/lint/black.yml to remove include: stanza and update list of source extensions.
2. Run ./mach lint --linter black --fix
3. Make some ad-hoc manual updates to python/mozbuild/mozbuild/test/configure/test_configure.py -- it has some hard-coded line numbers that the reformat breaks.
4. Make some ad-hoc manual updates to `testing/marionette/client/setup.py`, `testing/marionette/harness/setup.py`, and `testing/firefox-ui/harness/setup.py`, which have hard-coded regexes that break after the reformat.
5. Add a set of exclusions to black.yml. These will be deleted in a follow-up bug (1672023).

The produce the same outcome as originally done in bug 1487797. However, we only do so on the last block ever retrieved.
Ideally, we should calculate the start time based on the number of frames previously returned. It would avoid such inconsistency and while we had one file presenting such symptom, I'm not sure we can always rely for the frame_or_sample_num value to be valid in reference to the first frame block size.

It didn't take into account that there could be a mixture of variable block size and fixed block size and could use the start time of an invalid block to determine the end of the previous frame as the code relied on Frame::FindNext() to have always returning a valid frame; but this isn't always the case.
We also want to keep the scope of each classes separate, so that it is up to the FrameParser to correct a Frame should it be invalid or not set properly.

This converts `nsAutoPtr` usage in dom/media to `UniquePtr`. Beyond just a
search and replace we also needed to update assignment and access of the
`UniquePtr`s. This falls into a few categories:
- Assignment from a newly constructed object switches to `MakeUnique`
- Assignment from a raw ptr switches to `UniquePtr::reset`
- Handing out a raw ptr now requires `UniquePtr::get`
- Uses `UniquePtr::release` rather than `nsAutoPtr::forget`
- A few spots are updated to return a `UniquePtr` rather than a raw ptr

This requires replacing inclusions of it with inclusions of more specific prefs
files.
The exception is that StaticPrefsAll.h, which is equivalent to StaticPrefs.h,
and is used in `Codegen.py` because doing something smarter is tricky and
suitable for a follow-up. As a result, any change to StaticPrefList.yaml will
still trigger recompilation of all the generated DOM bindings files, but that's
still a big improvement over trigger recompilation of every file that uses
static prefs.
Most of the changes in this commit are very boring. The only changes that are
not boring are modules/libpref/*, Codegen.py, and ServoBindings.toml.

We should always append sample by using `AppendSample()` to assert whether a sample is valid, so making `mSamples` private can prevent a direct usage of the nsTarry's `AppendElement()`.
Also provide a method to return non-const mSamples which is only used for the move semantics.

This patch converts all the prefs in MediaPrefs to the new StaticPrefs system.
Note that the "media.wmf.skip-blacklist" pref was present in both MediaPrefs
and gfxPrefs. The copy in MediaPrefs was never used; this explains why this
patch does not add an entry for it to StaticPrefList.h.
Note also that the patch removes themedia.rust.mp4parser pref, because it's
unused.

Returning UniquePtr is nicer than returning raw pointers, and has the
nice side effect of forcing us to clean up the uses of nsAutoPtr that
were hanging about.
Mostly-mechanical replacement of MOZ_LOG with DDMOZ_LOG, usually just removing
the class name and `this` pointer (as they are already implicitly recorded).
Some files needed a bit more work when logging was done from helper classes or
static functions.

Mostly-mechanical additions:
- Log constructions&destructions, usually by just inheriting from
DecoderDoctorLifeLogger, otherwise with explicit log commands (for internal
classes for which DecoderDoctorTraits can't be specialized),
- Log links between most objects, e.g.: Media element -> decoder -> state
machine -> reader -> demuxer -> resource, etc.
And logging some important properties and events (JS events, duration change,
frames being decoded, etc.)
More will be added later on, from just converting MOZ_LOGs, and as needed.

FLAC_MAX_CHANNELS is used in FlacDemuxer and in FrameParser, so move it,
and all the other FLAC_{MIN,MAX}* #defines to FrameParser.h. The other
defines don't technically need to be there, but it's nicer to have them
all defined together.
