Separate concept of stylesheet URI into base URI (for resolving relative links) and sheet URI (for everything else), since they can differ for style elements (and inline style and style set from script, but that's for the next patch). Improve the way in which nsEvent and its subclasses are initialized. Commonly-used members can now be initialized via an inline constructor, and all other members are initialized to zero. eventStructType is set automatically. This also fixes some cases where an eventStructType was doubling as a message -- NS_TEXT_EVENT is now only used as an eventStructType, with a message of NS_TEXT_TEXT. NS_COMPOSITION_* events get an eventStructType of NS_COMPOSITION_EVENT, and ditto for NS_RECONVERSION_*. NS_DRAGDROP_EVENT is no longer an eventStructType since it is not a unique type of struct. Make the CSSLoader correctly order stylesheets as they are dynamically added

up nsIDocumentObserver stylesheet stuff a bit. Make style sheets visible in
the CSSOM (though not completely accessible) from the moment the load is kicked
off. Make us have sheet objects that can be manipulated via CSSOM even for

Add CPP_THROW_NEW macro to the build system. This macro should be used when defining a local |operator new| function. It will be set to an empty throw function by default on all platforms except mac CW builds. The installation heirarchy currently looks like:
$prefix -> /bin/mozilla

/include/mozilla-ver/*
/lib/mozilla-ver (mozappdir)
/components
/res
/defaults
/chrome
There is preliminary build support for MRE dirs as well though the component manager hasn't had MRE support added yet.

Fix up and enable hierarchical :hover and remove the hacks that made :hover work for anchors without it. Pass mask rather than pseudo-class to ContentStatesChanged notifications.
