Fixing bug 144562. Allow ISPs and vendors to set up pre-configured mailnews accounts via prefs. Adding global version prefs which provide ISP/vendors the flexibility of adding new accounts/servers to the existing set of accounts/servers by increasing the default version number. r=srilatha, sr=bienvenu

Fixing bug 144562. Allow ISPs and vendors to set up pre-configured mailnews accounts via prefs. When a proper set of prefs area added to the global prefs file, accounts are set up automatically. On launching mailnews app, Account Wizard will be brought up on identifying invalid accounts so that user information like name and email address can be entered.
