bzbarsky@mit.edu d074804c35 Propagate stylesheet principals through to XBL binding loads; streamline load 
security checks in the XBL code (so that all the security checks are gated
through LoadBindingDocumentInfo).  Bug 204140, r=dbaron for the CSS changes,
r=sicking for the XBL changes, sr=sicking.

In particular, this change allows user stylesheets loaded from local files to
link to local files.

bryner%brianryner.com e65d2d2fe5 Eliminate nsIStyleSet as an XPCOM interface, making the implementation internal to layout. Frame constructor ownership moves to the pres shell, and the style set methods that forward to the frame constructor are gone. Rewrote style set sheet add/remove to reduce code size.
