Bug 1448438 - Install Mercurial via install-mercurial.sh; r=Callek

All in-tree Docker images should be installing Mercurial via
install-mercurial.sh so that the Mercurial install is consistent
across all Docker images.
I noticed this image wasn't using install-mercurial.sh because
attempting to rebuild the image currently fails due to
mercurial-4.3.1-2 not being available in the upstream package repo.
install-mercurial.sh has been taught to handle Ubuntu 18.04 and the
Docker image building process has been taught to use
install-mercurial.sh. install-mercurial.sh uses tooltool and behavior
should work and be deterministic over all of time.
As part of this, we had to establish a standalone shell script for
building the image. That's because install-mercurial.sh requires a
"tooltool_fetch" alias. Meaningful image building code has been
moved into the new setup.sh. This also means things run as a single
RUN statement. So we don't need to hack around minimizing RUN
invocations.
I also discovered that the pinned curl version is no longer available.
So I removed the version pinning. FWIW we can't rely on version
pinning unless the Apt repository is snapshotted. Packages do get
yanked from time to time. Unless we absolutely require a specific
version of a specific package, we can probably get away without pinning
- at least for this Docker image. But that can be a follow-up.

Bug 1429669 - Separate mercurial conf from install-mercurial.sh. r=dustin

The install-mercurial.sh script currently installs a global mercurial
configuration after installing mercurial manually. In order to share
that configuration with docker images installing a mercurial package
through packages tasks, we move it to a separate file.
We however keep the part setting web.cacerts in install-mercurial.sh,
since it uses a path depending on what kind of environment the script is
run. Moreover, the instructions that come with mercurial to build
Debian packages come with web.cacerts set to the right path already, so
it's not needed in that case anyways.
At the same time, use multiple files in /etc/mercurial/hgrc.d/ instead
of a single /etc/mercurial/hgrc file.

Bug 1427068 - Enable the mercurial share extension at the system level. r=gps

I suppose it was setup through ~worker/.hgrc before we started
installing a /etc/mercurial/hgrc that enables a few other extensions
and sets some preferences.
There is no reason to now have two places where mercurial is being set
up, and it feels natural that we set it up at the system level.
Ideally, we'd also clean up the centos6-based images, but they require
an update of the centos6-build and centos6-build-upd images on the
docker hub, which is not really convenient, and those images are going
to be obsoleted soon anyways (bug 1399679).

CentOS 6 is pinned to glibc 2.12, but newer Android build-tools (like
aapt) require glibc 2.14. It's not possible to safely upgrade CentOS
6 distributions to glibc 2.14.
CentOS 7 is pinned to glibc 2.17, which is new enough for newer
Android build-tools. However, I had great difficulty bringing forward
our existing centos:6 Docker image to centos:7. In particular,
installing recent enough Mercurial, git, Python, and pip versions was
difficult enough that I elected to not pursue this approach.
Instead, I've elected to follow glandium's suggestion from
https://bugzilla.mozilla.org/show_bug.cgi?id=1370119#c5 : base on
Debian with snapshots.debian.org for reproducibility.
The most significant changes here:
- using Debian's snapshots repository
- using Python and related tools provided by Debian and baked into the
build image
- using the JDK and JRE provided by Debian and baked into the build
image, rather than versions from tooltool (or eventually a toolchain
build)
Moving the builds over to use this image will follow in the patches
ahead.

This is pretty straightforward: we just update some version numbers
and hashes.
The tooltool artifacts were produced and uploaded by me, just like
the last ones. I have some patches to establish a proper toolchain
task to build Mercurial. But it is a bit of a rabbit hole due to the
chicken-and-egg problem of Mercurial needing to be in Docker images.
Preserving the existing install mechanism is the simplest path
forward. Plus we need this patch so we can uplift so earlier releases
get a secure Mercurial in their Docker images.
color and pager are enabled by default in 4.2. So remove configuration
options for them that add no value.

Bug 1355624 - Make Mercurial require TLS 1.2+ connections; r=dustin

Mercurial uses the latest version of TLS that is both supported by
Python and the server.
In automation, the servers we care about should all support TLS 1.2.
The Python side is trickier. Modern versions of Python (typically 2.7.9+)
support TLS 1.1 and 1.2. Mercurial will default to allowing TLS 1.1+ -
explicitly disallowing TLS 1.0. However, legacy versions of Python
don't support TLS 1.1+, so Mercurial will allow TLS 1.0+ rather than
prevent connections at all.
TLS 1.0 is borderline secure these days. I think it is a bug for TLS
1.0 to be used anywhere in the Firefox release process. This simple
patch changes our default Mercurial config in TaskCluster to require
TLS 1.2+ for all https:// communications. For modern Python versions,
this effectively prevents potential downgrade attacks to TLS 1.1
(connections before should have negotiated the use of TLS 1.2).
I expect this change to break things. Finding and fixing automation
that isn't capable of speaking TLS 1.1+ should be encouraged.

Bug 1350437 - Install Mercurial 4.1.1+; r=dustin

We've been running Mercurial 3.9 in automation for a while. Mercurial
4.1 is out. It has the usual performance improvements and bug fixes,
making it an attractive upgrade. But what really makes it enticing
is support for zstandard compression over the wire protocol. This will
reduce server-side CPU load and make transfers between 4.1+ servers
faster.
So, let's upgrade to Mercurial 4.1.1.
The produced packages are built from the current tip of the
stable Mercurial branch, not exactly 4.1.1. Specifically, they
correspond to revision ed5b25874d99. I did this because there is
a patch in the stable branch that drastically improves performance
on repos with many heads. When 4.1.2 is released in a few days, we
can upgrade to it and do away with the one-off.

Bug 1346897 - Indent tooltool manifests. r=mshal

Apply a 2-character indent to in-tree tooltool manifests to make
them easier to read, and to make the formatting more consistent
so automating updates is simpler.
Modern editors will maintain json indentation. The only long
lines we have are already over 80 characters, so the extra space
shouldn't create new long lines.
Also update mercurial installer script to generate json with
the same indentation, even though its output is temporary.
Tooltool itself was updated to generate manifests with this
indentation in Bug 1325225.
