Implemented behind the new properties-and-values pref.
Support for the CSSPropertyRule WebIDL interface is also added in this
patch, because until it's added, any attempt to access the rule using
the CSSOM would crash the browser.

HasBoxFFI and HasArcFFI aren't great, see bug 1831242 as for examples of
why.
HasArcFFI requires a bit more care, but HasBoxFFI doesn't give us much
benefit. Instead use the same type in the FFI boundary.

The specifics of how this is going to work are still getting spec'd /
discussed in https://github.com/w3c/csswg-drafts/issues/6576, but this
allows DevTools to work fine and the feature to be complete enough for
Nightly experimentation (with the other in-flight patches).
Otherwise devtools crashes when trying to inspect pages that use them.

This lifts a bunch of string conversions higher up the stack, but allows
us to make the servo code use utf-8 unconditionally, and seemed faster
in my benchmarking (see comment 0).
It should also make a bunch of attribute setters faster too (like
setting .cssText), now that we use UTF8String for them (we couldn't
because we couldn't specify different string types for the getter and
setters).

Also, for changes in CSS declarations, like changing
cssRules[i].style.color or something, we end up avoiding a lot of the
work we were doing.
This page still trips us in the sense that they add a stylesheet, then
call getBoundingClientRect(), then insert more rules in the stylesheet,
which causes us to rebuild a lot of the cascade data.
We could try to detect appends to the last stylesheet on the list or
something I guess, and avoid rebuilding the cascade data in some cases.

Otherwise it'd error, which is not great. We could add a custom attribute in
there if needed or something, or fix cbindgen to generate these for us as
described in the issue linked from the comments.
Do this in ServoStyleConstsInlines as that's where we have the guarantee that
the templates have been defined, and that the file is included every time
ServoStyleConsts is included.

One potential follow-up is that we can merge this together with WrVecU8.

We need to pass these two types into the compositor, so we need a better
way to serialize these rust types. We use serde and bincode to
serialize/deserialize them, and use ByteBuf to pass the &[u8] data
through IPC. We define StyleVecU8 for FFI usage only.

This depends on https://github.com/eqrion/cbindgen/pull/308. Other than that,
this should be ready to go.
There's still a bit more magic than what I'd like to eventually. I should be
able to make cbindgen not rename types if it doesn't know about them, or
something.
But this removes most of the manual binding function implementations (all but
the ones that are declared via macros, which cbindgen doesn't see across).
I need to give up on the _Drop functions taking an Owned<T> because of
instantiation order fiasco. In order to define DefaultDelete I need Owned to be
complete, but I cannot do it after including the generated file since some
declarations already instantiate the specialization. Oh well.

And make them actually sound. We're defining functions on Rust-land that get
structs as arguments, but declaring them in C++ as getting pointers.
This is another step in order to be able to autogenerate ServoBindings.h and
remove bindings.rs altogether.
We remove FooOwned in favor of Owned<Foo>, which is generated via cbindgen.
It'd be good to actually mark Owned and such as MOZ_MUST_USE_TYPE, so I sent
https://github.com/eqrion/cbindgen/pull/307 for that.
