This patch changes ServoCSSPropList.py to use classes for properties.
This allows extending the data in the file without needing to update all
users of this file.
Sorting in GenerateCSSPropsGenerated.py is removed because the data file
has the right order already.

Some content in Makefile.in is removed because after this change, the
scripts no longer invoke the preprocessor and thus don't have unknown
dependencies anymore outside what is provided in their inputs array.
The order of exports.PREFERENCES in properties-db changes because the
data file has shorthands placed after longhands. The only usage of it
is in test_css-properties-db.js which doesn't care about the order.

As opposed to Alias attribute, which reuses the JS function object for the property, BindingAlias will only reuse the generated attribute binding implementation, without changing observable behavior. It can be used to reduce amount of generated code, if the attributes are known to behave exactly the same.
This cuts the size of generated CSS2PropertiesBinding.cpp by half, and removes ~100kB of dupicated code from libxul.

This causes the subject principal that was responsible for setting a CSS
property, or the full cssText of an attribute, to be threaded through the call
chain to the point where CSS parsing happens, so that it can be used as the
triggering principal when loading URLs for that property.
Note that this allows for different properties defined in the same style
attribute to have different triggering principals, depending on the caller
which originally set them, as long as the cssText of that attribute is not
modified. Once it is, all properties revert to the principal of the caller
that modified the CSS text.

The valid annotations are [Throws], [GetterThrows], and [SetterThrows], which can all either take no value or
be set to MainThread or Workers if the throwing behavior is only happening on main thread or in workers
