error hook is called when an error occurs, and is given information about the error report.

jst%netscape.com 74b270f1db Fixing bug 120899. Changing the NS_WARN_IF_FALSE() macro so that it can't be mis-used in optimized builds. This change makes the macro not usable in expressions that are supposed to be evaluated in release code since the macro now expands to nothing in non-debug builds. don't allow gc's during script hooks if CAUTIOUS_SCRIPTHOOK is defined (which it is, by default.)  Should help with stability until we can fix the real problems.
Use JSVAL_ macros instead of JSD_* calls in jsdValue::GetJSType method, avoiding two c++ frames per call.
