Only useing `mFlagSyncLooping` to check if the current code is in sync event loop is not enough. The crashtest in this patch shows that `mFlagSyncLooping` is set to false in OnStopReequets while we are still in sync event loop.
`mEventDispatchingSuspended` is set to true right before calling `SpinEventLoopUntil` and set to false after, so we should also use it to check if `SpinEventLoopUntil` is finished.

My preference was to annotate most of the failing tests with `fail-if` so that
if they start passing, the `fail-if` needs to be removed and they need to keep
passing. That doesn't work for tests that timeout, or which trigger failures
from their cleanup functions, however, so those tests need skip-if. And tests
with fail in their cleanup functions likely leave the browser in an
inconsistent state for subsequent tests, anyway, so really should be skipped
regardless.
There are some remaining tests which still fail because of crashes. I chose
not to skip them here, but to fix the crashes in separate bugs instead.

We can run /debug mochitests against geckoview for the cost of another dozen
or so test annotations. Both /opt and /debug mochitests are nearly worthy of
tier 1, but still waiting for bug 1534732.

Disabled all instances of test_event_listener_leaks.html scattered across the `dom/` test suite.
There exists a bug, 1530894 to track the failures, which has seen no movement for the 3 weeks it has been on file for.

Since these two tests aim to test something else (e.g. window leaks when
navigating between pages), we will redirect to a URL that loads in the same
process instead of `about:home` to avoid adding extra conditions for the
process flip.

Most of the change is just making the responseType wpt run on workers and
annotating the resulting failures.
The change to the initial value of mResponseType is a drive-by fix for an
easy-to-fix issue the test caught. There is a corresponding mochitest fix to
fix our incorrect test for the behavior.
