Quick fix for bug #36844.
Since people kept forgetting to wrap SHARED_LIBRARY_LIBS inside MKSHLIB_FORCE_ALL & MKSHLIB_UNFORCE_ALL pairs, we now handle it in rules.mk.  Same goes for making $(SHARED_LIBRARY) dependent upon $(SHARED_LIBRARY_LIBS).

sdagley%netscape.com 8626848dc1 We now propogate the return value received from NewChannelFromURI rather than just returning NS_OK from nsChromeProtocolHandler::NewChannel. This fixes the crash when opening bookmarks on Mac with a missing bookmarks.dtd file (and probably other similiar ones).
