This change removes docshell's `mTouchEventsOverride` and replaces it
with a new `BrowsingContext` field `TouchEventsOverrideInternal`.
All uses of the old field have been replaced and an override should
now work under fission when there are cross-origin descendent frames.

This requires replacing inclusions of it with inclusions of more specific prefs
files.
The exception is that StaticPrefsAll.h, which is equivalent to StaticPrefs.h,
and is used in `Codegen.py` because doing something smarter is tricky and
suitable for a follow-up. As a result, any change to StaticPrefList.yaml will
still trigger recompilation of all the generated DOM bindings files, but that's
still a big improvement over trigger recompilation of every file that uses
static prefs.
Most of the changes in this commit are very boring. The only changes that are
not boring are modules/libpref/*, Codegen.py, and ServoBindings.toml.

Hiding document.createEvent("TouchEvent"), document.createTouch, document.createTouchList and ontouch* event
handlers on desktop to follow what Chrome has done.
This patch explicitly does not remove createTouch or createTouchList everywhere, although those seem to have been
removing already on some other browsers.
Devtools use TOUCHEVENTS_OVERRIDE_ENABLED for touch event testing, and this patch keeps the old behavior per discussion
with devtools devs.

This introduces the machinery needed to generate crash annotations from a YAML
file. The relevant C++ functions are updated to take a typed enum. JavaScript
calls are unaffected but they will throw if the string argument does not
correspond to one of the known entries in the C++ enum. The existing whitelists
and blacklists of annotations are also generated from the YAML file and all
duplicate code related to them has been consolidated. Once written out to the
.extra file the annotations are converted in string form and are no different
than the existing ones.
All existing annotations have been included in the list (and some obsolete ones
have been removed) and all call sites have been updated including tests where
appropriate.

When the dom.w3c_touch_events.enabled pref is set to "2" (autodetect) on Win/Linux,
it checks to see if the hardware supports touch events, and only enables the
DOM touch APIs if so. However, even if the hardware supports touch events, we
might have e10s or APZ disabled for other reasons, and in those cases we don't
actually turn on touch support in the widget (nsBaseWidget::RegisterTouchWindow
will not be called). So in those cases the widget will never actually dispatch
touch events, and the DOM touch APIs shouldn't be exposed either. This patch
implements this by checking the APZ state when deciding whether or not to
expose the DOM touch APIs.

DOM's initEvent says that it must do nothing during dispatch. UI Events
says they behave the same as initEvent, so the legacy initializers
defined there also shouldn't do anything during dispatch. Previously we
only did this for initEvent itself, but other legacy initializers would
function normally during dispatch.
Edge passes the wpt test that's updated in this commit. Chrome passes
all but initCustomEvent. It would be nice to expand the test to have
coverage for all our legacy initializers, but the likelihood of
real-world compat issues from this behavior is slim enough that I didn't
think it was worth the effort.
