jband%netscape.com b70921c2ba Fix sorting bug reported by Michael Kaply <mkaply@us.ibm.com>. There was a bad assumption that qsort would produce the exact same ordering on two arrays with elements of different size even when some string keys compare the same. The fix is to use the address of the string keys as a fallback in the compare function. cls%seawood.org e9d2f63938 Fix cross-compiling rules so that we can build both the host & target version of our "internal" build tools.
Added .ho suffix for host objects.
Added rules for HOST_PROGRAM, HOST_LIBRARY & HOST_SIMPLE_PROGRAMS.
When cross-compiling, use the host_ versions of nsinstall, xpidl & xpidl_link and install host targets under $(DIST)/host .

cls%seawood.org 192e307283 Finally following warren's lead from "last year", the libs phase has been removed from the build. Directories had to be ordered and in some cases, traversed after a subsequent module was built.
Fixed the recursive makes into GtkMozilla so that they will report build failures like the other dirs.
Removed LIBS_NEQ_INSTALL variable and associated ifdefs.

Change several allocations to behave safely when we're linking 0 interfaces.  This also allows xpt_link to be linked against Electric Fence, which will doubtless discover other problems...

mccabe%netscape.com 7e40b15988 Fix warning fix by casting void * (to go into a hashtable) as an unsigned int rather than as an int, which busts on platforms that have the high bit set for pointers.
