eabi arm assembly didn't warn that a variable was a memory operand so the
newer gcc compilers (e.g. gcc4) started optimizing things away...

The patch reverts the problematic parts of the earlier fix attempt, and uses compiler options to make GCC 3.4 behave as the assembly stubs expect:
-fno-strict-aliasing
  (several of the routines violate C aliasing rules)
-fno-inline
  (so that the InvokeByIndex function allocates a stack frame)
-fomit-frame-pointer
  (so that %r11 is available for allocation, otherwise we might not be able to satisfy 6 inputs + 6 clobbers in GPRs)
-mbackchain
  (so that xptcstubs has the backchain available)

jband%netscape.com 45e7f2d67e checking in patch from Jon Smirl <jonsmirl@mediaone.net> that lets us see past xptcall 'SharedStub' frames in stack traces. Because xptcall was doing a non-standard frame the debuggers and trace tools were not showing callers. This fixes that problem and will allow us to get *much* better data on crashes and other problems where the stack crosses xptcall. Fixed the recursive makes into GtkMozilla so that they will report build failures like the other dirs.
Removed LIBS_NEQ_INSTALL variable and associated ifdefs.
