This removes the need for explicit #ifdef NS_BUILD_REFCNT_LOGGING without
introducing user-defined destructors when it is not defined.
Also, some uses of virtual for declaring destructors are replaced by the
appropriate override declaration through these changes.

If the embedding element uses `object-fit`, then that indicates it's precisely
positioning and/or sizing the embedded SVG document's viewport to fit inside
the embedding element's content area. So, when the internal SVG viewBox
changes, then the embedding element needs to redo that positioning/sizing. For
now, this specifically requires a reflow (and in particular, the nsViewManager
adjustments at the end of nsSubDocumentFrame::Reflow).

This simplifies dealing with frames that are pushed/pulled between
continuations during reflow, allows us to avoid the complexity of the
fix to 1459937, and hopefully fixes some of the regressions from bug
1308876.
This disables the changes from bug 1459937 by commenting out a single
line in ReparentFrameInternal in nsBlockFrame.cpp, but all the added
code will be removed in the following patch.

In bug 1556511's patch, I removed an invalidation that we'd been doing in
response to viewBox changes, because I thought that the patch's newly-added
reflow-request would make the invalidation unnecessary. But this was wrong --
the invalidation is still necessary, for cases where the requested reflow
doesn't end up resizing any frames. Such a reflow won't make us repaint
anything, and yet the viewBox change typically *does* need to trigger a repaint
due to impacting the transform for the SVG contents.
So, this patch reverts that part of bug 1556511's patch, and returns us to
triggering a repaint in response to viewBox changes.

The viewBox attribute establishes an aspect ratio, which may influence the size
of the outer SVG element. So when the viewBox attribute changes, we have to
reflow to potentially update the frame size. This patch achieves this by
sharing an existing codepath for handling changes to width & height.

Spec quote from https://drafts.csswg.org/css-contain/#containment-size :
"Replaced elements must be treated as having an intrinsic width and height of 0"
To achieve that, we just need to:
(a) make all of these frame classes' GetPrefISize and GetMinISize methods return 0 if they're styled with contain:size.
(b) make all of these frame classes' GetIntrinsicSize() and GetIntrinsicRatio() methods return 0,0.
In some cases, these methods are implemented in terms of common helper methods
(and sometimes member variables). For those cases, this patch adjusts the
helper methods (and variables) rather than the getters themselves.
Also: in one case (nsHTMLCanvasFrame), I needed to update its ComputeSize
method to remove a dependency on the "real" intrinsic size & ratio. I believe
the other classes' ComputeSize implementations do the right thing automatically
by sharing code & data with their intrinsic-size codepaths.

We have a better type to represent "a coord or nothing", and that's Maybe.
This code is shorter, and I think reads generally better / is less easy to
misuse.
I wrote this on top of bug 1547126 so there shouldn't be conflicts.

This patch moves some `enum` in `nsIPresShell` which are in public scope into
`mozilla` namespace and change them as `enum class`es.
Unfortunately, only "where to scroll" enum is just defines constants of
percentages of scroll destination. Therefore, this patch makes only them
as `static const`.

We should not treat <iframe> as <object> for SVG, otherwise there will
be unexpected sizing and other webcompat problem (e.g. getScreenCTM).
It behaved correctly before, the change was introduced to solve a double
zooming problem (bug 843480) for <iframe>. Actually the zooming problem
can be solved by avoiding zooming when the window frame is an <iframe>.

Additionally, this patch makes `nsFrame.h` stop including `nsIPresShell.h`
and makes each users include `mozilla/PresShell.h` instead. So, this improves
rebuild performance of `nsIPresShell.h` (and `mozilla/PresShell.h` in the
future).
Note that due to `nsIFrame::PresShell()`, `mozilla::` prefix is necessary for
`PresShell` in a lot of classes which are derived from `nsIFrame` even in
`.cpp` files.

There is some inconsistency between nsIFrame::FrameMaintainsOverflow() and
nsSVGContainerFrame::ComputeCustomOverflow(). If an element is a nondisplay
outer SVG, the latter gives false while the former returns true. We make them
consistent since nondisplay element doesn't need to maintain overflow.

Really sorry for the size of the patch :(
Only intentional behavior change is in the uses of HasLengthAndPercentage(),
where it's easier to do the right thing. The checks that used to check for
(IsCalcUnit() && CalcHasPercentage()) are wrong since bug 957915.

Summary: Really sorry for the size of the patch. It's mostly automatic
s/nsIDocument/Document/ but I had to fix up in a bunch of places manually to
add the right namespacing and such.
Overall it's not a very interesting patch I think.
nsDocument.cpp turns into Document.cpp, nsIDocument.h into Document.h and
nsIDocumentInlines.h into DocumentInlines.h.
I also changed a bunch of nsCOMPtr usage to RefPtr, but not all of it.
While fixing up some of the bits I also removed some unneeded OwnerDoc() null
checks and such, but I didn't do anything riskier than that.
Currently, GetSplittableType() is called only in
nsCSSFrameConstructor::CreateContinuingFrame(). The splittable concrete frames
should inherit from nsSplittableFrame, and must explicitly create continuing
frame in CreateContinuingFrame(). Thus, no need to maintain GetSplittableType().

All classes deriving from nsIFrame that did not have any subclasses themselves
(at the time of writing this patch) have been marked with `final`.
Some other Layout classes have also been made final, but this was opportunistic
while working on nsIFrame subclasses, and is definitely not exhaustive, further
patches welcome; refer to bug 1332680.
Advantages of marking a class final include:
- Allowing the compiler to devirtualize some method calls (i.e., calling
virtual functions directly instead of going through the vtable),
- Indicating that the class is not currently subclassed,
- Preventing subclassing without being aware that this would remove the
finalization benefits of the parent class.
`final` does not signify that these classes should *never* be subclassed, this
is left for developers to decide.

This ensures that the nsDisplaySVGWrapper's mFrame and its reference frame are the same frame: the nsSVGOuterSVGAnonChildFrame.
It'll also cause the nsDisplaySVGWrapper to be *inside* the nsDisplayTransform for the <svg> element's viewbox transform.
This patch reverts nsSVGOuterSVGFrame::BuildDisplayList to its pre-bug 1407938 form.
(That's the bug that introduced nsDisplaySVGWrapper.)
