The issue here was a previous test failing to clean up after itself.
Add an extra cleanup check to the browser webextensions permissions
tests. Given the small number of extensions used in these tests, the
manual approach seemed better than some very general solution.

Bug 1338311 - Update builders to rust 1.15.1. r=mshal

Update to the point release. These are repacks of the
upstream builds for 1.15.1 stable with appropriate
libstd builds for each target.
This incorporates the -fPIC fix for linux32 so we can
use upstream builds instead of our patched toolchain.
It also corrects the signature of vec::IntoIter::as_mut_slice
which was incorrect in 1.15.0.

Bug 1336155 - Update linux32 rust builders to use -fPIC. r=mshal

Use a custom build of rust 1.15.1 with an additional bump of the
gcc crate to 0.3.43 to pass -fPIC to the C compiler on i686-linux.
While 1.15.1 was tagged today, there's some question as to whether
it would be released from the tag or if the tag would be moved
to incorporate this fix.
This works around the issue with text segment relocations with
the 1.15.0 stable release. For more information see the upstream
issue at https://github.com/rust-lang/rust/pull/39523

The intermittent abnormal plugin exit due to bug 1237853 was not detected by
opt builds due to the use of exit(1) and lack of leak checking (which would
have demonstrated bug 1309420 or bug 1239258).
The abnormal exit is now detected in opt builds also, and so this change
disables testing with these builds also.

Currently an Array is bound as a blob. Unfortunately this occupies the best javascript
code path to bind an array to an IN clause in the future.
We would like Arrays to bind to IN lists, while still keeping a nice interface to bind blobs.
This patch makes Uint8Array bind to blob, while Array is left available for future use.

Bug 1328066 - Don't broadcast the live-resize events to all browser windows unnecessarily. r=mstange

The machinery for suppressing the displayport during live resizes
was using the Observer service. However, in the case of multiple
browser windows, this meant that all the open browser windows would
have their displayport suppressed if *any* of the browser windows
was being resized. This was mostly ok, as the displayport suppression
would be turned off once the resize ended. However, the code to
kick off a repaint with the unsuppressed displayport would only get
triggered on one of the windows (whichever happened to process the
unsuppress message last).
This patch stops using the Observer service for the implementation
machinery, and instead locates the active TabParent of the relevant
nsWindow, and invokes the displayport suppression directly on that.
This fixes the repainting bug and also avoids unnecessarily
broadcasting the suppression/unsuppression notification to windows
that don't neccessarily need it.
