I haven't been able to confirm that this would actually fix
`--with-system-icu`, but since the new regexp
engine (`js/src/new-regexp`) explicitly includes this file and this file
isn't already present in system-headers...it seems very likely that this
change will fix `--with-system-icu`.

"disjunction" and "unit" types aren't yet supported, because ICU doesn't
provide a C-API for this functionality. "short" and "narrow" styles aren't
supported for the same reason.

This gives a nicer error when a sanctioned unit identifier isn't supported by
the current ICU.

- Add NumberFormatterSkeleton as a helper class to construct a number formatter
skeleton. When the "Intl.NumberFormat Unified API" proposal gets implemented
a more feature-rich class may be necessary.
- In addition to a UNumberFormatter instance, NumberFormatObject now also
stores a UFormattedNumber instance. This avoids a performance regression
compared to creating a new UFormattedNumber object each time a number gets
formatted. (In micro-benchmarks 20% regressions were seen, with a cached
UFormattedNumber the same micro-benchmarks even improved by ~33%.)
- Add accessors for reserved slot values to NumberFormatObject to improve
readibility.

- The new formatted-value API is still draft-only, so extra U_HIDE_DRAFT_API guards
are currently needed.
- Also moves steps 4-5 of PartitionRelativeTimePattern to native code to reduce code
duplication.

And change the shell to use JS_InitWithFailureDiagnostic instead of plain
JS_Init, so any ICU data loading errors will be printed to stderr instead of
simply exiting the application.

Enough linux-based systems don't have libsecret that we can't make it a
requirement on linux. For those that do, however, we can dynamically load the
library at runtime. For those that don't, we can fall back to NSS.

This implements an API in `nsIOSKeyStore.idl` and `OSKeyStore.cpp` to encrypt and decrypt bytes with a key that is stored in the OS key store.
There are two OS adapters in this patch.
Libsecret is used on Linux if available.
The NSS key store is used as fallback if no OS specific key store is implemented.

Our bundled Hunspell now significantly differs from upstream Hunspell. Most
importantly, it supports loading dictionaries from jar: URIs, which is now a
requirement for loading bundled and extension dictionaries. This means that
system Hunspell libraries are no longer compatible with our spell checker
code. We should remove the option to use them so that users don't fall into
the trap of trying to use them.

Fix several problems when building Breakpad with new NDK unified
headers.
- Unified headers define its own tgkill wrapper, so rename our own
wrapper to __tgkill.
- Unified headers define user_fpxregs_struct for all API levels, so
don't redefine it.
- Only the target sources under google-breakpad/src/common/linux should
use custom Android headers, so change the includes line in moz.build to
use OS_INCLUDES.

The make-system-wrappers.py invocation is largely identical to
make-stl-wrappers.py, though this script generates wrappers for both the
STL headers and every other system header that can be used.
Note that the nsprpub script didn't create multiple layers of
subdirectories properly, so for example the 'ia64/sys/inline.h' wrapper
is now generated properly. Additionally, MOZ_SYSTEM_ICU define was
incorrectly using '#ifdef' instead of '#if ... == 1', which causes those
unicode headers to have wrappers when they shouldn't. These will show up
as differences when comparing the Makefile output to the moz.build
output.
