Separate concept of stylesheet URI into base URI (for resolving relative links) and sheet URI (for everything else), since they can differ for style elements (and inline style and style set from script, but that's for the next patch). Improve the way in which nsEvent and its subclasses are initialized. Commonly-used members can now be initialized via an inline constructor, and all other members are initialized to zero. eventStructType is set automatically. This also fixes some cases where an eventStructType was doubling as a message -- NS_TEXT_EVENT is now only used as an eventStructType, with a message of NS_TEXT_TEXT. NS_COMPOSITION_* events get an eventStructType of NS_COMPOSITION_EVENT, and ditto for NS_RECONVERSION_*. NS_DRAGDROP_EVENT is no longer an eventStructType since it is not a unique type of struct. There is also some miscellaneous cleanup to nsDOMEvent. Bug 220228, r=jst, sr=blizzard.

Fixing bug 124412. Making nsXULDocument inherit nsXMLDocument to avoid the need to duplicate a large amount of code in nsXULDocument. Also removing nsMarkupDocument and nsIDOMEventCapturer that are no longer needed. - add support for static atoms, where the strings are declared in a large const array and not copied into the heap

Make the CSSLoader correctly order stylesheets as they are dynamically added

and removed via the DOM. Clean up the nsIDocument stylesheet accessors. Clean
up nsIDocumentObserver stylesheet stuff a bit. Make style sheets visible in
the CSSOM (though not completely accessible) from the moment the load is kicked
off. Make us have sheet objects that can be manipulated via CSSOM even for
failed loads. Bug 107567, bug 47734, bug 57225, bug 178407.
