cls%seawood.org df1d4cf08e Make sure that zlib is shared in the default (dynamic build). Build img libs (png/jpeg/mng) the same on OS/2 as the rest of unix (ie, always static).

cls%seawood.org bf5fb48486 Replaced NO_SHARED_LIB & NO_STATIC_LIB with BUILD_SHARED_LIBS, BUILD_STATIC_LIBS, FORCE_STATIC_LIB & FORCE_SHARED_LIB. Added FORCE_USE_PIC. 
Changes allow us to have a finer control over which parts of the tree are built with PIC.  Part of the static build branch landing.
