This permission checking should be handled by PermissionUI.jsm, to be able to apply custom heuristics
for denying the permission and also to be able to "post-prompt" after denying automatically.

This commit also fixes a race in `test_error_reporting.html`, where the
push service would initialize and attach its listeners after
`sessionstore-windows-restored`. Even though the test replaces the real
service with a mock, the former keeps listening for pref changes.
When the test calls `setupPrefs` to enable the push connection, the
real service tries to connect to the push server, which asserts in
automation because non-local connections aren't allowed.
We work around this by ensuring that `replacePushService` and
`restorePushService` always wait for the service to shut down before
replacing it with a mock, or restoring the real implementation.
Finally, this commit removes a test that's no longer relevant, since
we don't need to fetch all subscriptions at startup.

Summary:
This test listens for an observer service notification from the
`ServiceWorkerManager`, but with parent-intercept on, it listens in the wrong
process. This uses the magic of SpecialPowers to listen in the correct
process.
Unfortunately, this test still fails because it leaks.

Summary:
The push notifier needs to proxy its calls to the proper process in order to
notify service workers. With parent-intercept enabled, that means making sure
we notify in the parent and without it, that we notify in the content process.
Fortunately, we already have to do this proxying for the observer
notifications, so we can just piggyback on top of that code to make things
work for service workers.

This changes the behavior of ChromeUtils.import() to return an exports object,
rather than a module global, in all cases except when `null` is passed as a
second argument, and changes the default behavior not to pollute the global
scope with the module's exports. Thus, the following code written for the old
model:
ChromeUtils.import("resource://gre/modules/Services.jsm");
is approximately the same as the following, in the new model:
var {Services} = ChromeUtils.import("resource://gre/modules/Services.jsm");
Since the two behaviors are mutually incompatible, this patch will land with a
scripted rewrite to update all existing callers to use the new model rather
than the old.

When a component registers after having already registered once, there
are two sources of truth for the version ID: one implicit in the
connection to Megaphone, and one coming from the component call to
addListener. Try to handle this more thoroughly.

The original code had a bug in that going from disabled to enabled
would always connect, whereas actually we want to only connect if
there are records (or alwaysConnect is on).
We maintain the existing behavior that if the user has set
dom.push.connection.enabled to false, we don't connect, figuring that
this is the way a privacy-conscious user might indicate that they
don't want to talk to "the mothership".

Much like the component manager, many of the strings that we use for category
manager entries are statically allocated. There's no need to duplicate these
strings.
This patch changes the category manager APIs to take nsACStrings rather than
raw pointers, and to pass literal nsCStrings when we know we have a literal
string to begin with. When adding the category entry, it then skips making
copies of any strings with the LITERAL flag.
