r=dbaron, sr=dougt. 97667. nsIInterfaceRequestor is now frozen. nsIInterfaceRequestorUtils.h is now required if you want to use do_GetInterface() for convenience. The two were split because the stuff that is now in nsIInterfaceRequestorUtils.h wasn't ready for freezing. Also, .idl files should just contain interface defs anyway.

Use the same information for max ascent/max descent (which is used for painting backgrounds) that we've been using all along for default line spacing (ascent/descent rather than max_bounds.ascent/max_bounds.descent), since max_bounds often gives extents larger than ascent/descent.
