This patch doesn't change the behavior, but should improve the stability
and error handling of _selection_location_helper().
From the current intermittent pattern, `self.selection_rect_list(0)` can
fail sometimes. We set a retry limit of three times, and raise
exceptions with clearer message if we give up. Bug 1682382 tracks the
root cause behind this.

Bug 1654103: Standardize on Black for Python code in `mozilla-central`.

Allow-list all Python code in tree for use with the black linter, and re-format all code in-tree accordingly.
To produce this patch I did all of the following:
1. Make changes to tools/lint/black.yml to remove include: stanza and update list of source extensions.
2. Run ./mach lint --linter black --fix
3. Make some ad-hoc manual updates to python/mozbuild/mozbuild/test/configure/test_configure.py -- it has some hard-coded line numbers that the reformat breaks.
4. Make some ad-hoc manual updates to `testing/marionette/client/setup.py`, `testing/marionette/harness/setup.py`, and `testing/firefox-ui/harness/setup.py`, which have hard-coded regexes that break after the reformat.
5. Add a set of exclusions to black.yml. These will be deleted in a follow-up bug (1672023).

During scrolling, the caret's position relative to the
custom-content-container (cached in mImaginaryCaretRectInContainerFrame)
may not change, but its position relative to root frame can (cached in
mImaginaryCaretRect).
We need to update mImaginaryCaret each time we are in SetPosition().
Otherwise, the caret still remembers its pre-scrolling old position next
time when we drag it, resulting the caret jumping to its old
pre-scrolling position suddenly.
Note this bug only occurs on the root scroll frame where the APZ is
enabled, not in any sub-scroll frames where APZ is disable when the
caret is shown.

Long-pressing on a text in an unfocused iframe to select a word never
works. Currently, you need to single tap to focus the iframe first.
Each PresShell has an associated AccessibleCaretEventHub. This patch
fixes this bug by routing the event to the AccessibleCaretEventHub under
the event point, and handle it there. If the event is not handled, then
we handle it by the focused AccessibleCaretEventHub as before.
I've experimented with only routing the event to the
AccessibleCaretEventHub under the event point, without routing to the
fallback focused AccessibleCaretEventHub. However, caret dragging didn't
work in iframes. I didn't debug further.

- Delete skip_if_not_rotatable() because it's unused.
- Change the dragging distance from 50px to 40px in
test_carets_not_jump_when_dragging_to_editable_content_boundary and
test_caret_not_jump_to_front_when_dragging_up_to_editable_content_boundary
to avoid MoveTargetOutOfBoundsException. Changing the distance doesn't
alter the meaning of the tests.
