The purpose of this is to remove as many docstrings from CommandProvider
classes to make the step of moving commands out of classes simpler.
Where possible, the docstring has been moved to or merged with the function.

This step removes all the dependencies of mach commands to
having a MachCommandBase as the `self` by using the `command_context`
argument instead. This also removes any remaining statefulness from those
classes that implement mach commands, ultimately making it easier to move
existing commands out of classes in a follow-up.

Allow-list all Python code in tree for use with the black linter, and re-format all code in-tree accordingly.
To produce this patch I did all of the following:
1. Make changes to tools/lint/black.yml to remove include: stanza and update list of source extensions.
2. Run ./mach lint --linter black --fix
3. Make some ad-hoc manual updates to python/mozbuild/mozbuild/test/configure/test_configure.py -- it has some hard-coded line numbers that the reformat breaks.
4. Make some ad-hoc manual updates to `testing/marionette/client/setup.py`, `testing/marionette/harness/setup.py`, and `testing/firefox-ui/harness/setup.py`, which have hard-coded regexes that break after the reformat.
5. Add a set of exclusions to black.yml. These will be deleted in a follow-up bug (1672023).

Legacy extensions are no longer loaded, so we can drop the build config for it. We
still need flags for handling experimental APIs since what we require differs between builds
and distributions.

Optimizing jars without preloading/reordering data only moves the
jar central directory to the beginning of the file, which, without
preloading information, is not very useful. Let's just stop doing it if
there's not going to be preloading/reordering information at all.

This adds the app.update.checkInstallTime pref with a value of false in all tests that have the app.update.disabledForTesting pref except for geckodriver which is covered by bug 1508283.
This patch introduces 2 new prefs:
- devtools.console.stdout.chrome: if true, console API writes on stdout when
used by chrome code
- devtools.console.stdout.content: console API write on stdout when used by
content code.
This patch disables a couple of tests, removes old async support from TPS,
and puts more effort into preventing Syncs while TPS is running, and
removed an unused import.

TPS is currently depending on mozrunner v7.0.1, which depends on an earlier version of mozprofile. For TPS to be able to use the latest version of mozprofile we need to release a new version of mozrunner with the recent mozprofile version identifier update.
