Class ForkServer and class ForkServiceChild are implemented. The
chrome process can ask the fork server process to create content
processes. The requests are sent by MiniTransceiver over a socket.
The fork server replys with the process IDs/handles of created
processes.
LaunchOptions::use_forkserver is a boolean. With use_forkserver being
true, the chrome process sends a request to the fork server instead of
forking directly.

This patch adds the ability to use UniquePtr<T> in IPDL messages if T is serializable. The behavior works as expected -- a UniquePtr in a Send is cleared and is passed by move.
Some design points:
* The UniquePtr identification is done in the parser. This is because the parser immediately normalizes CxxTemplateInst -- an old version of the patch did hacky string-parsing to pull it apart. I, instead, created CxxUniquePtrInst.
* The implementation allows passing to Send... by move or by reference. This is valid UniquePtr API behavior but passing by reference is not really useful in this case (but not harmful). This could probably piggy-back on the "moveonly" IPDL work but that is newer than this work and will require some refactoring.

Same approach as the other bug, mostly replacing automatically by removing
'using mozilla::Forward;' and then:
s/mozilla::Forward/std::forward/
s/Forward</std::forward</
The only file that required manual fixup was TestTreeTraversal.cpp, which had
a class called TestNodeForward with template parameters :)

There are three things we want to be true:
a) If the child sends a large value and the parent can't allocate enough space
for it we use an infallible allocation so the parent dies with an OOM.
b) If a fuzzer generates (huge-length, small-data) we don't try to allocate
huge-length bytes; knowing that the read will fail.
c) No fuzzer-specific branches in the core IPC serialization code.
Finally, this makes (huge-length, small-data) consistent with other cases where
the data is potentially truncated: ReadParam returns false.
