There are a number of failures, for which I've filed separate bugs.
And then a lot of fuzziness. I manually inspected the reftest analyzer
results on try pushes to distinguish failures vs fuzziness.

This patch:
- adds fails-if annotations for all the reftests that were consistently failing
with layers-free turned on.
- removes fails-if or reduces the range on fuzzy-if annotations for all
the reftests that were producing UNEXPECTED-PASS results with
layers-free turned on.
- adds skip-if, random-if, or fuzzy-if annotations to the reftests that
were intermittently failing due to timeout, obvious incorrectness, or
slight pixel differences, respectively.

Extending it didn't play well with invalidation; widgets would only be able to
draw outside if the invalidated region of the current paint was larger than the
widget's declared paint rect but not if the widget was the only thing that got
invalidated.
Any legitimate widget overflow should instead be handled by GetWidgetOverflow.
The DrawCellWithSnapping overflow is considered to stay within the focus
ring's bounds.
I fuzzed two reftests which have extremely slight variance when -moz-appearance
is combined with box-shadow. I don't really understand this failure but I don't
think it's worth looking into either.

Disable 461917-1.xhtml under dom/xul/crashtests/ because I cannot reproduce
it locally.
Annotate assert-if on some crashtests (bug 1370830). Other modifications are
all removal of fails-if.

With APZ, we always layerize the first scrollable element of the page,
if the page itself is not scrollable. These additional layers can cause
fuzzy reftest failures in two ways: differences in blending, and by
disabling sub-pixel test anti-aliasing. The latter is only a problem
with unaccelerated drawing, because we don't support component alpha
layers with BasicLayers. (We also don't support them with
BasicCompositor, but "Reftest unaccelerated" only tests BasicLayers).
