Bug 947160 remove MOZ_VP8_ENCODER. r=kinetik
- Encoder is always built, remove MOZ_VP8_ENCODER.
- Rename MOZ_VP8* to MOZ_VPX*
- Enable multi-res encoding via libvpx configure.
