A mochitest browser test for image blocking.
We query the blocking status by reading imageBlockingStatus.
See nsImageLoadingContent.cpp for the logic of blocking image.
In this test we verified the following behavior:
1. image is loaded.
2. image is blocked.
3. mCurrentRequest doesn't have size yet, so it should be replaced.
4. mCurrentRequest already got size, the following request should be a
pendingRequest.
This uses XPCOM to replace the default process selector with one that always
asks for a new process and then put the old one back again. This comes with a
test to prove that it works.

In websites such as Facebook Live, timeout chains are used to drive the
playback of a video or something similar in JavaScript. Throttling the
minimum timeout values a tab playing a video from such websites in the
background could make the timeout based scheduling of video playback to
not work correctly, and cause audio buffer under-runs that are audible.
In order to address this, other major browsers don't throttle timeouts
in tabs that are playing audio. This brings us to parity to other
browsers (even though we already do this for websites that use Web Audio
since we've had similar bug reports using the Web Audio API.)
The current audio agent setup that drives the tab audio notification
icons is currently tracking whether a Window is playing audio. We use
this setup to decide whether to throttle timeouts when a window goes
into background.
It's hard to predict the timing of SVG-as-an-image document teardown, for SVG
images used in CSS, so this piece of the test was flaky. And anyway, we have
other tests for use counters in SVG-as-an-image (see calls to
"check_use_counter_img"), which should exercise the codepath we care about here.
