Bug 1502857 - Refactor loading tools in Inspector sidebar; r=gl

- removes duplication of logic to create each panel.
- removes needless exposing of panel instances as properties on `inspector`:
- `inspector.layoutview`
- `inspector.fontinspector`
- `inspector.animationinspector`
- `inspector.changesview`
- updates tests to not rely on those exposed properties and instead
call `inspector.getPanel(toolId)` (previously created panels are stored
and a reference is returned).
- consolidates panel `destroy()` so we don't have to remember to
destroy them individually.

Bug 1502023 - canvas.js::clearRect doesn't work with transformation matrices r=gl

We call the following from flexbox.js:
```
clearRect(this.ctx, 8, 2, 81, 113, this.currentMatrix);
```
This **should** clear a section of the canvas taking any transforms into account.
Because of the way `canvas.js::clearRect()` is written it **always** draws an upright rectangle regardless of any transforms (click the image to see the issue):

In cases where an item did not grow or shrink, devtools doesn't really have access
to any useful information about how the item might have wanted to flex.
So in this change, I'm just making sure we don't attempt to display this info at
all, because it's basically incorrect otherwise.
