Quick fix for bug #36844.
Since people kept forgetting to wrap SHARED_LIBRARY_LIBS inside MKSHLIB_FORCE_ALL & MKSHLIB_UNFORCE_ALL pairs, we now handle it in rules.mk.  Same goes for making $(SHARED_LIBRARY) dependent upon $(SHARED_LIBRARY_LIBS).

waterson%netscape.com 617c766449 Bug 26129. Replace timer with a PLEvent. GTK timers (in this specific case) seem to be confused when a modal event queue has been pushed. waterson%netscape.com c0a53ad72f Bug 22915. Be sure to add the nsCachedChromeChannel to the load group on nsIChannel::SetLoadGroup(). Also, don't assume (in nsXULDocument::StartDocumentLoad) that when you 'hit' in the cache that the channel is actually a nsCachedChromeChannel; instead, inspect its content type.
