Fixing bug 120899. Changing the NS_WARN_IF_FALSE() macro so that it can't be mis-used in optimized builds. This change makes the macro not usable in expressions that are supposed to be evaluated in release code since the macro now expands to nothing in non-debug builds. add debugging frobs to XP_UNIX platforms. setenv XPCOM_DEBUG_BREAK to make NS_ASSERTION have other behaviors, like dumping the stack to stderr or sending SIGSTOP to the pgrp to allow attaching with gdb for race condition debugging. r=bryner@netscape.com, a=brendan@mozilla.org.

Changed the way Assertion works. Get ready to remove all the old assertions methods. NS_ASSERTION now works the same way it used with the exception that on Windows it will put up and abort, retry, ignore box if you aren't in the debugger. r=warren.

Compromise. On other platforms, NS_WARNING does not call break. So we'll do the same. So for NS_WARNING, we'll simply print to the console and continue, a la mode de Pierre, while for other forms of NS_BLOWCHUNKS, we'll break into the debugger, as of old.
